Either way, I see young teens and pre-teens tempted by alcohol. At least with the drinking age at 21, it is illegal for the 17, 18 and 19 year olds to consume alcohol and they can face a punishment, hopefully without killing or injuring someone in an accident. It will certainly be an interesting debate.
